Kodak and Land Securities formed a partnership to realise development opportunities arising from the 57-acre site now surplus to Kodak’s requirements.

Land Securities and Harrow Council then worked together to deliver a Planning Performance Agreement to ensure that plans for Harrow View met the strategic growth objectives for the Harrow and Wealdstone Intensification Area.

The masterplan proposes a wide range of new uses, creating circa 1,500 new jobs, approximately 985 new homes and community facilities over the next 10 years.

Newgate (PPS) developed a public consultation programme which met and exceeded the requirements set out in Harrow Council’s Statement of Involvement.

It was necessary to recognise that the audience was diverse, in terms of religion, ethnicity and also interests. PPS helped identify and engage with ‘seldom heard’ local stakeholders - encouraging them to participate in the consultation. 

Online engagement methods such as a site specific website and Twitter account were created to make it as easy as possible for people to learn more and give their feedback.

Newgate's public consultation for the site involved over 2,000 people during nearly 70 hours of public exhibitions and design workshops, prior to the submission of the Outline Planning Application.

An additional programme of councillor and stakeholder briefings ensured that key local and regional stakeholders were informed and engaged with at an early stage. Newgate also worked with a local secondary school to create a hands-on workshop session to engage a younger Harrow audience in the creation of plans for the Kodak site.

A close relationship has been fostered with the local press to communicate key development messages and positive media coverage was secured in both local and trade press.

Harrow Council unanimously approved Land Securities’ plans for the former Kodak site and the developer was praised for its approach to consultation at committee.
